Aceste schimb\u0103ri radicale au determinat Uniunea European\u0103 (UE) s\u0103 reac\u021bioneze prin propuneri de m\u0103suri care s\u0103 atenueze impactul negativ asupra statelor membre ale UE. \u00cen continuarea m\u0103surilor propuse de Uniunea European\u0103, \u00een lunile martie \u0219i aprilie, cu scopul de a minimiza impactul financiar \u0219i social cauzat de pandemie, Comisia European\u0103 (CE) a prezentat \u00een data 27 mai un plan ambi\u021bios de redresare pentru Europa bazat pe valorificarea \u00eentregului poten\u021bial al bugetului Uniunii.<\/p>\n<p>\u00cen vederea mobiliz\u0103rii investi\u021biilor necesare, Comisia a prezentat at\u00e2t noul instrument de redresare \u2013 Next Generation EU \u2013 \u00een valoare de 750 miliarde de euro, c\u00e2t \u0219i propunerea revizuit\u0103 a bugetului pe termen lung al Uniunii Europene pentru perioada 2021-2027, \u00een valoare de 1100 miliarde de euro. Pe scurt, CE pune la dispozi\u021bia statelor membre un buget total de 1850 miliarde de euro pentru urm\u0103torii 7 ani.<\/p>\n<p><strong>Instrumentul Next Generation EU<\/strong> va contribui la o redresare sustenabil\u0103 \u0219i prosper\u0103, care s\u0103 accelereze <strong>tranzi\u021bia c\u0103tre o Europ\u0103 digital\u0103 \u0219i verde<\/strong>. Acesta va fi investit \u00een statele membre prin intermediul a <strong>trei piloni \u2013 <\/strong>500 miliarde de euro sub form\u0103 de granturi \u0219i 250 miliarde de euro sub form\u0103 de \u00eemprumuturi.<\/p>\n<p><strong>Primul pilon<\/strong> \u2013 <strong>Sprijinirea statelor membre prin investi\u021bii \u0219i reforme <\/strong>prin:<\/p>\n<ul>\n<li><strong>Mecanismul pentru redresare \u0219i rezilien\u021b\u0103<\/strong>, \u00een valoare de <strong>560 de miliarde de euro<\/strong>, va sprijini statele membre \u00een planurile na\u021bionale de investi\u021bii \u0219i reforme ce vor viza, \u00een special, tranzi\u021bia c\u0103tre o societate digital\u0103, verde \u0219i rezilien\u021ba economiilor na\u021bionale. Aceste investi\u021bii \u0219i reforme vor fi corelate cu obiectivele incluse \u00een semestrul european. Mecanismul va fi pus la dispozi\u021bia tuturor statelor membre, dar va fi concentrat \u00een zonele cele mai afectate \u0219i acolo unde nevoile \u00een materie de rezilien\u021b\u0103 sunt cele mai mari.<\/li>\n<li><strong>REACT-UE <\/strong>va aloca 55 de miliarde de euro \u00een plus pentru politica de coeziune, \u00een perioada 2020-2022, care vor fi utiliza\u021bi sub form\u0103 de subven\u021bii flexibile pentru municipalit\u0103\u021bi, spitale \u0219i \u00eentreprinderi.<\/li>\n<li>Propunerea de consolidare cu p\u00e2n\u0103 la 40 de miliarde de euro a <strong>Fondului pentru o tranzi\u021bie just\u0103<\/strong>, pentru a sprijini statele membre \u00een accelerarea tranzi\u021biei c\u0103tre neutralitatea climatic\u0103, facilit\u00e2nd reprofilarea profesional\u0103 a lucr\u0103torilor, crearea a noi oportunit\u0103\u021bi pentru IMM-uri, investi\u021bii \u00een tranzi\u021bia c\u0103tre o energie curat\u0103 \u0219i o economie circular\u0103.<\/li>\n<li>Consolidarea cu 15 miliarde de euro a <strong>Fondului european agricol pentru dezvoltare rural\u0103<\/strong>, pentru a ajuta zonele rurale s\u0103 fac\u0103 modific\u0103rile structurale necesare \u00een conformitate cu Pactul verde european \u0219i s\u0103 realizeze obiectivele ambi\u021bioase ale strategiei \u00een materie de biodiversitate \u0219i ale strategiei \u201ede la ferm\u0103 la consumator\u201d.<\/li>\n<\/ul>\n<p><strong>Al doilea pilon<\/strong> \u2013 <strong>Relansarea economiei prin stimularea investi\u021biilor private<\/strong> urm\u0103re\u0219te sprijnirea companiilor private prin:<\/p>\n<ul>\n<li>Noul <strong>Instrument de sprijin pentru solvabilitate <\/strong>care va mobiliza resurse private pentru a sprijini urgent \u00eentreprinderile europene viabile din sectoarele, regiunile \u0219i \u021b\u0103rile cele mai afectate. Acesta poate deveni opera\u021bional \u00eencep\u00e2nd cu 2020 \u0219i va avea un buget de 31 de miliarde de euro, cu scopul de a debloca 300 de miliarde de euro sub form\u0103 de sprijin pentru solvabilitatea \u00eentreprinderilor din toate sectoarele economice, cu scopul de a le preg\u0103ti pentru un viitor digital, rezilient \u0219i mai curat.<\/li>\n<li>Dublarea bugetului dedicat <strong>InvestEU<\/strong> \u00een vederea mobiliz\u0103rii de investi\u021bii private \u00een proiecte din \u00eentreaga Uniune.<\/li>\n<li>Noul <strong>Mecanism de investi\u021bii strategice<\/strong>, cu un buget de 15 miliarde de euro, g\u00e2ndit \u00een cadrul InvestEU pentru a genera investi\u021bii de <strong>p\u00e2n\u0103 la 150 de miliarde de euro<\/strong> care s\u0103 sporeasc\u0103 rezilien\u021ba sectoarelor strategice, \u00een special a celor legate de lan\u021burile valorice esen\u021biale pentru pia\u021ba intern\u0103.<\/li>\n<\/ul>\n<p><strong>Al treilea pilon \u2013 Valorificarea \u00eenv\u0103\u021b\u0103mintelor desprinse din criz\u0103 <\/strong>se refer\u0103 la:<\/p>\n<ul>\n<li>Noul program \u00een domeniul s\u0103n\u0103t\u0103\u021bii, <strong>EU4Health<\/strong>, care s\u0103 ajute Europa s\u0103 fac\u0103 fa\u021b\u0103 viitoarelor amenin\u021b\u0103ri sanitare, \u00een valoare de 9,4 miliarde de euro.<\/li>\n<li><strong>Consolidarea rescEU \u0219i a mecanismului de protec\u021bie civil\u0103 al UE, <\/strong>pentru a r\u0103spunde la situa\u021bii de urgen\u021b\u0103 la scar\u0103 larg\u0103, cu un buget total de 3,1 miliarde de euro.<\/li>\n<li>Suplimentarea cu <strong>94,4 miliarde EUR<\/strong> a programului <strong>Orizont Europa<\/strong>, care va fi consolidat pentru a finan\u021ba cercetarea vital\u0103 \u00een domeniul s\u0103n\u0103t\u0103\u021bii.<\/li>\n<li>Sprijinirea partenerilor globali ai Europei printr-o sum\u0103 suplimentar\u0103 de 16,5 miliarde EUR pentru <strong>ac\u021biuni externe<\/strong>, inclusiv ajutor umanitar.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>FINAN\u021aAREA PLANULUI DE REDRESARE<\/strong><\/p>\n<p>Instrumentul Next Generation EU va colecta fonduri prin ridicarea temporar\u0103 a plafonului care se aplic\u0103 resurselor proprii la 2,0 % din venitul na\u021bional brut al UE, permi\u021b\u00e2nd Comisiei s\u0103 \u00ee\u0219i utilizeze ratingul de credit puternic pentru a \u00eemprumuta 750 de miliarde de euro de pe pie\u021bele financiare. Astfel, pentru a facilita rambursarea fondurilor colectate de pe piat\u0326a\u0306 s\u0326i pentru a contribui \u00eentr-o mai mare ma\u0306sura\u0306 la reducerea presiunii asupra bugetelor nat\u0326ionale, Comisia va propune, pe l\u00e2nga\u0306 resursele proprii propuse \u00een 2018, noi resurse proprii suplimentare, cum ar fi:\u00a0 impozitarea serviciilor digitale, taxarea tranzac\u021biilor financiare, venituri din schema de comercializare a certificatelor de emisii, tax\u0103 pentru materiale plastice \u0219i un mecanism de ajustare la frontier\u0103 a emisiilor de dioxid de carbon.<\/p>\n<p>\u00cen plus, pentru a pune la dispozi\u021bie fondurile c\u00e2t mai cur\u00e2nd posibil astfel \u00eenc\u00e2t s\u0103 se r\u0103spund\u0103 celor mai urgente nevoi, Comisia propune modificarea actualului cadru financiar multianual 2014-2020 pentru a se pune la dispozi\u021bie fonduri suplimentare \u00een valoare de 11,5 miliarde de euro deja \u00een 2020.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>OBIECTIVELE UNIUNII EUROPENE:<\/strong><\/p>\n<p>Toate fondurile colectate prin intermediul instrumentului Next Generation EU \u0219i al noului buget al UE vor fi canalizate cu ajutorul programelor UE c\u0103tre mai multe <strong>obiective<\/strong> care, \u00een cele din urm\u0103, vor stimula tranzi\u021bia ecologic\u0103 \u0219i digital\u0103 \u2013 necesar\u0103 pentru relansarea economic\u0103 a UE:<\/p>\n<ol>\n<li><strong>Pactul verde european \u2013 noua strategie de cre\u0219tere<\/strong><\/li>\n<\/ol>\n<p>\u00cen vederea realiz\u0103rii obiectivelor propuse \u00een Pactul verde european, se va urm\u0103ri renovarea \u0219i modernizarea cl\u0103dirilor \u0219i a infrastructurilor critice din Europa; crearea a 1 milion de locuri de munc\u0103 verzi prin realizarea tranzi\u021biei c\u0103tre o economie circular\u0103; implementarea strategiei \u201eDe la ferm\u0103 la consumator\u201d \u0219i recalificarea lucr\u0103torilor, sprijinirea IMM-urilor din regiunile care se bazeaz\u0103 pe lan\u021bul valoric al combustibililor fosili, utiliz\u00e2nd fondurile prev\u0103zute \u00een mecanismul pentru o tranzi\u021bie just\u0103.<\/p>\n<ol start=\"2\">\n<li><strong>O pia\u021b\u0103 unic\u0103 mai aprofundat\u0103 \u0219i mai digital\u0103<\/strong><\/li>\n<\/ol>\n<p>Europa va investi mai mult pentru a-\u0219i \u00eembun\u0103t\u0103\u021bi conectivitatea \u0219i pentru a-\u0219i consolida prezen\u021ba industrial\u0103 \u0219i tehnologic\u0103, cu scopul de a-\u0219i spori capacitatea strategic\u0103. O economie digital\u0103 este esen\u021bial\u0103 \u00een parcursul inov\u0103rii \u0219i al cre\u0103rii de locuri de munc\u0103 asumat de UE.<\/p>\n<ol start=\"3\">\n<li><strong>O redresare echitabil\u0103 \u0219i favorabil\u0103 incluziunii <\/strong><\/li>\n<\/ol>\n<p>Urmare a crizei provocat\u0103 de pandemia de COVID-19, UE a dezvoltat instrumentul SURE, \u00een valoare de 100 de miliarde de euro, prin intermediul c\u0103ruia se ofer\u0103 sprijin temporar lucr\u0103torilor \u0219i \u00eentreprinderilor \u00een vederea atenu\u0103rii riscurilor de \u0219omaj \u00eentr-o situa\u021bie de urgen\u021b\u0103. De asemenea, pentru a ajuta statele membre s\u0103 genereze venituri fiscale, Comisia va intensifica lupta \u00eempotriva evaziunii fiscale.<\/p>\n<ol start=\"4\">\n<li><strong>Construirea unei Uniuni mai reziliente<\/strong><\/li>\n<\/ol>\n<p>Criza sanitar\u0103 a determinat Uniunea European\u0103 s\u0103 adopte o serie de m\u0103suri care s\u0103 contribuie la consolidarea blocului comunitar. Astfel, s-a propus \u00eent\u0103rirea rezervei <strong>rescEU<\/strong> pentru a spori capacitatea permanent\u0103 a UE de a gestiona toate tipurile de crize; dezvoltarea unei strategii farmaceutice pentru a spori capacit\u0103\u021bile de produc\u021bie \u0219i pentru a asigura astfel autonomia strategic\u0103 a Europei. Se va crea, de asemenea, un plan de ac\u021biune privind materiile prime critice care s\u0103 consolideze pia\u021ba intern\u0103. \u00cen plus, UE va revizui politica comercial\u0103 pentru a asigura fluxul continuu de bunuri \u0219i servicii la nivel mondial \u0219i va consolida examinarea investi\u021biilor str\u0103ine directe.<\/p>\n<p>Pe scurt, Comisia European\u0103 \u00ee\u0219i propune s\u0103 asigure transformarea digital\u0103 \u0219i tranzi\u021bia c\u0103tre o economie verde \u0219i puternic\u0103 a Europei.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>CARE ESTE SUMA DE CARE VA BENEFICIA ROM\u00c2NIA?<\/strong><\/p>\n<p>Conform Planului de redresare economic\u0103 \u0219i social\u0103 a UE, din suma total\u0103 de 750 miliarde de euro, <strong>Romania va beneficia de 33 miliarde euro<\/strong> \u2013 dintre care 19,62 miliarde de euro sunt fonduri nerambursabile \u2013 bani pe care va trebui s\u0103 \u00eei absorbim p\u00e2n\u0103 \u00een 2023. Astfel, circa 26 de miliarde de euro vor putea fi accesa\u021bi, sub form\u0103 de granturi \u0219i credite, prin intermediul Mecanismului pentru redresare \u0219i rezilien\u021b\u0103<em>, <\/em>bani care vor fi dedica\u021bi investi\u021biilor \u0219i reformelor \u00een domeniile verzi \u0219i digital. Aproximativ 1,5 miliarde de euro reprezint\u0103 granturi suplimentare pentru implementarea Politicii de Coziune \u00een anii 2020-2022, care vor fi distribui\u021bi prin intermediul REACT\u2013EU \u0219i 1,3 miliarde de euro (granturi) \u2013 fonduri suplimentare pentru dezvoltare rural\u0103. \u00cen plus, prin intermediul Fondului pentru Tranzi\u021bie Just\u0103 vor fi aloca\u021bi \u00een plus Rom\u00e2niei circa 4,4 mld. Euro, bani dedica\u021bi reprofil\u0103rii profesionale a lucr\u0103torilor din industriile bazate pe combustibili fosili, cre\u0103rii a noi oportunit\u0103\u021bi pentru IMM-uri, precum \u0219i investi\u021biilor \u00een tranzi\u021bia c\u0103tre o energie curat\u0103 \u0219i o economie circular\u0103.<\/p>\n<p>Potrivit comisarului european Adina V\u0103lean, majoritatea fondurilor nerambursabile din instrumentul Next Generation EU vor fi alocate \u00een baza nevoilor rezultate din raportul de \u021bar\u0103. Conform recomand\u0103rilor f\u0103cute \u00een raportul de \u021bar\u0103 din semestrul european, <strong>Rom\u00e2nia trebuie s\u0103 realizeze reforme \u0219i investi\u021bii cu prioritate \u00een urm\u0103toarele domenii: s\u0103n\u0103tate, educa\u021bie, infrastructura de transport \u0219i digital.<\/strong> Astfel, p\u00e2n\u0103 \u00een aprilie 2021, Rom\u00e2nia va trebui s\u0103 prezinte Comisiei Europene un plan de \u021b\u0103r\u0103 care s\u0103 includ\u0103 proiecte de reform\u0103 \u0219i dezvoltare viabile pentru finan\u021bare din instrumentul Next Generation EU.<\/p>\n<p>De asemenea, un aspect important care se discut\u0103 \u00een institu\u021biile europene se refer\u0103 la condi\u021bionarea acces\u0103rii fondurilor europene de respectarea statului de drept, principiu care ar putea intra \u00een vigoare \u00eencep\u00e2nd cu 1 ianuarie 2021.<\/p>\n<p>Pe l\u00e2ng\u0103 cele 33 miliarde de euro pe care Rom\u00e2nia \u00eei poate ob\u021bine din Planul de redresare economic\u0103, va beneficia \u0219i de peste 40 de miliarde de euro din suma de 1100 miliarde de euro alocat\u0103 pentru viitorul buget al UE pentru perioada 2021-2027. Astfel, Rom\u00e2nia ar putea fi \u00eentre primele \u0219apte state beneficiare ale bugetului european. Important, \u00eens\u0103, este ca aceast\u0103 sum\u0103 de peste 70 de miliarde de euro s\u0103 fie folosit\u0103 eficient, s\u0103 fie investit\u0103 \u00een sectoarele prioritare, care s\u0103 genereze plusvaloare \u0219i care s\u0103 consolideze economia Rom\u00e2niei.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>RECOMAND\u0102RILE CCIR:<\/strong><\/p>\n<p>Modalitatea de distribuire \u0219i cheltuire a fondurilor alocate prin instrumentul Next Generation EU este neclar\u0103 \u0219i se afl\u0103 \u00een dezbatere \u00een institu\u021biile europene, \u00eens\u0103 \u00een baza priorit\u0103\u021bilor Uniunii Europene pentru perioada 2021-2027 \u0219i a recomand\u0103rilor Comisiei Europene din Raportul de \u021bar\u0103 din 2020 privind Rom\u00e2nia, autorit\u0103\u021bile na\u021bionale vor trebui s\u0103 \u00eenainteze proiecte care s\u0103 stimuleze investi\u021biile publice mature \u0219i s\u0103 promoveze investi\u021biile private.<\/p>\n<p>Astfel, pentru a \u00eencuraja redresarea economic\u0103 la nivel na\u021bional, este important ca Rom\u00e2nia s\u0103 relanseze lucr\u0103rile de infrastructur\u0103 public\u0103 \u00een domenii precum <strong>transportul durabil, modernizarea infrastructurii feroviare, eficien\u021b\u0103 energetic\u0103, infrastructura de mediu, \u00een special \u00een domeniul apelor, \u0219i de servicii digitale.<\/strong> De asemenea, la recomandarea Comisiei Europene \u0219i \u00een acord cu obiectivele Pactului Ecologic European, Rom\u00e2nia va trebuie s\u0103 ia m\u0103suri pentru <strong>gestionarea de\u0219eurilor<\/strong>, \u00eentruc\u00e2t reciclarea de\u0219eurilor municipale se realizeaz\u0103 la un nivel foarte redus. De asemenea, vor fi necesare proiecte de investi\u021bii \u00een <strong>produc\u021bia \u0219i utilizarea de energie nepoluant\u0103<\/strong>, precum \u0219i pentru <strong>reconversia regiunilor monoindustriale<\/strong> cu o intensitate ridicat\u0103 a carbonului<\/p>\n<p>Pe scurt, este recomandat ca autorit\u0103\u021bile rom\u00e2ne s\u0103 \u00eenainteze Comisiei Europene un plan de \u021bar\u0103 care s\u0103 cuprind\u0103 proiecte de investi\u021bii \u00een infrastructur\u0103 (de mediu, autostr\u0103zi \u0219i linii de cale ferat\u0103), pentru modernizarea transportului \u00een comun (achizi\u021bionarea de autobuze elecrice, dezvoltarea unei re\u021bele de sta\u021bii de \u00eenc\u0103rcare a autoturismelor electrice), proiecte de energie regenerabil\u0103 \u0219i eficien\u021b\u0103 energetic\u0103, proiecte pentru digitalizarea serviciilor publice, precum \u0219i fonduri pentru sprijinirea IMM-urile pentru a dep\u0103\u0219i dificult\u0103\u021bile economice.<\/p>\n<p><strong>CARE SUNT URM\u0102TORII PA\u0218I?<\/strong><\/p>\n<p>Dup\u0103 prezentarea Planului de redresare economic\u0103 \u0219i a propunerii de buget pe termen lung al Uniunii Europene, \u00een plenul Parlamentului European, Comisia Europeana\u0306 a invitat Consiliul European s\u0326i colegiuitorii sa\u0306 examineze rapid aceste propuneri, \u00een vederea ajungerii la un acord politic la nivelul Consiliului European care, \u00een perioada 17-18 iulie, va reuni liderii europeni pentru a discuta despre propunerile Comisiei Europene.<\/p>\n<p>Comisia va colabora apoi \u00eendeaproape cu Parlamentul European s\u0326i cu Consiliul pentru a finaliza un acord privind viitorul cadru s\u0326i programele sectoriale aferente.
